Sweep picking advice?

In a recent surgery it was discovered that I had an extra muscle in my
wrist. All this muscle does is sit there as bulk and actually prevent
some motions. I'm trying to figure out if sweep picking is one of
them. I've been trying to learn to sweep pick for a year and a half.
But i can not get my fingers to cooperate. I can get most everything
in a simple minor arpeggio, but when I ascend I can't get my ring
finger to actually work at higher tempos. Any advice?
